Cindy WONG Xien Yee is an independent dispute resolution practitioner and adjudicator based in Kuala Lumpur, Malaysia. She focuses on construction contract management, project advisory and construction dispute resolution, including arbitration, expedited arbitration, mediation, dispute boards and statutory adjudication, as well as cross-border commercial disputes involving domestic and international projects. She is particularly well placed for matters involving ASEAN projects, Chinese parties and technically complex construction claims.

She regularly acts as tribunal secretary in international arbitrations administered by SIAC, HKIAC and LCIA, including bilingual proceedings conducted in both English and Chinese. She is also a trainer for the AIAC-SCIA Joint Tribunal Secretary Training Programme.

Cindy is an adjudicator empanelled with the AIAC and previously served on the AIAC Standard Form of Building Contract Expert Advisory Committee. She is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and a panel tribunal secretary with the International Construction Arbitrators Association (ICAA).

She is the co-author of Law, Practice and Procedure of Adjudication (LexisNexis Malaysia, 2023) and a contributor to Law and Practice of Construction Law in Malaysia (Thomson Reuters, 2021).

Cindy holds an LL.M. in International Arbitration and Dispute Settlement from Tsinghua University. She is fluent in English, Mandarin and Malay, and also speaks Cantonese.

She also leads L2, a regional platform for construction and ADR conferences. Earlier in her career, Cindy practised as a corporate lawyer, advising on non-contentious matters relating to financial services, capital markets and corporate commercial transactions. She also served as in-house legal counsel with Maybank and Maybank Trustees.
