Luis is a Paraguayan-qualified lawyer with more than six years of experience in commercial and investment arbitration. 


In 2023–2024, he obtained an LL.M. from the MIDS programme in Geneva. Since 2024, he has been working with Pierre-Yves Gunter at Gunter Arbitration in Geneva.


Luis has acted as counsel and secretary/assistant to arbitral tribunals in proceedings administered by several arbitral institutions, including the ICC, ICSID, the PCA, the Swiss Arbitration Centre, the Chamber of Commerce of Lima, and the Chamber of Commerce and Services of Paraguay (CAMP), as well as in ad hoc arbitrations. His practice has been diverse, with a particular focus on construction and engineering disputes. He has also worked on arbitrations involving the telecommunications, energy, sales and distribution, mining and oil, real estate, and petrochemical sectors.


His recent experience includes acting as secretary to the tribunal in a USD 4 billion ICC construction arbitration and as counsel in a construction dispute in the wind energy sector.


Luis is particularly recognised for his analytical skills, attention to detail, and ability to navigate highly complex factual and technical records.
