Dr Elina Mereminskaya is a highly respected arbitrator and legal expert, who qualified as a lawyer in Russia (1996), Germany (LL.M., 1998), and Doctor of Law (Germany, 2001). She works as an independent arbitrator and is a member of Arbitra International, an English chambers.
She has a solid academic background and a 25-year professional career developed across multiple organisations and roles. She has extensive experience in dispute resolution in the construction, engineering, concessions, mining, energy, and trade sectors. She has played a key role in resolving complex disputes in various jurisdictions (Chile, Peru, Colombia, El Salvador, Costa Rica, Spain, the UK, among others). She has advised clients on disputes related to risk management, contract administration, and claims procedures, particularly under FIDIC-based contracts and large-scale infrastructure projects. She is listed as an arbitrator with ICDR, VIAC, SIAC, HKIAC, DIAC, CCL, among other institutions. She has served as arbitrator in more than 30 cases.
She has long-standing experience in comparative law, combining professional training in Russia, a doctorate in Germany, and professional development across Latin America.
Elina has strong expertise in construction and infrastructure, demonstrated during eight years as a partner at Wagemann Abogados & Ingenieros. She has advised employers and contractors on public-private partnerships and the construction of energy, mining, hospital, road, and other infrastructure projects. She has also been involved in matters involving multinational corporations, state-owned companies, and government entities.
Elina currently serves as President of the Chilean Society of Construction Law (2025-2028).
