Ms. Larisa K. Belousova is a highly accomplished and pioneering construction and arbitration professional based in Uzbekistan, leveraging over 15 years of dedicated experience in managing and consulting on international construction projects and 27 years in foreign economic activities.


She holds a unique and rare combination of professional credentials, including FIDIC Certified Consulting Professional (FCCP) and Practitioner by the Chartered Quality Institute (PCQI). She is also a DRBF Emerging Market Licensed Professional & DB Practitioner and an ADB accredited Contract Manager and Dispute Resolution Specialist.


Ms. Belousova holds a unique position as the first and only woman in Uzbekistan with more than 15 years of experience in managing and consulting on international construction projects. Furthermore, she is the first and so far the only FIDIC Certified Consulting Engineer (FCCE) in Central Asia, a distinction that highlights her technical and contractual mastery.


Ms. Belousova's advisory activities span both the private sector and the public sector, including providing expert guidance to Ministries and State Companies of the Republic of Uzbekistan on their most critical international construction ventures. Her competencies extend beyond excellent knowledge of FIDIC procedures to encompass all areas of project management: risk management, quantity surveying, and quality management. This comprehensive skill set is essential for the effective management, assessment, and resolution of complex claims and disputes.


A core strength stems from her first higher education in mathematics and information modelling. This background provides a crucial edge in financial risk assessment and damage quantification within claims and disputes. This expertise was demonstrated in a high-stakes case considered by ICC Paris, where the maximum value of a claim she successfully managed —$23 million USD—was fully accepted by the counterparty.


Her international project experience is extensive, covering road infrastructure, water supply systems, energy, and large-scale public infrastructure, often involving projects financed by the Asian Development Bank (ADB), the World Bank (WB), and the European Bank for Reconstruction and Development (EBRD). Her direct project management includes the CAREC 2 Corridor reconstruction, working alongside multinational parties from Azerbaijan, Spain, Denmark, Germany, and Korea.


Ms. Belousova is a highly recognised dispute resolution professional. She is a Certified Mediator, a Member of the Dispute Resolution Board Foundation (DRBF) since 2021, and a Member of the Chartered Institute of Arbitrators (MCIArb). She sits as an Arbitrator at the International Commercial Arbitration Court (ICAC) at the Chamber of Commerce and Industry of the Republic of Uzbekistan, the London Court of International Arbitration (LCIA), and the Austrian Arbitration Association. She holds an additional degree in law from Tashkent State University of Law.


Further demonstrating her commitment to the industry, Ms. Belousova is a Member of the KNAPEC (Kazakhstan National Association of Consulting Engineers) and a Member of the Board of the Uzbekistan Road Association. In 2025, she began her activity as a Member of the FIDIC Integrity Management Committee.
