Albert has focused on the resolution of complex U.S. and international construction disputes for more than 35 years. He leads the International Construction Project team at Troutman Pepper Locke LLP, and acts as an independent arbitrator, mediator or dispute board member, as well as acting as counsel, in resolving construction disputes, particularly in power generation, infrastructure, renewables, heavy civil works, and refining and other heavy industrial process facilities. Albert has advised clients and/or arbitrated disputes arising on more than fifteen Mega-Projects in the U.S. and internationally, including projects with costs exceeding $10 billion USD.
Albert has a Band 1 rating from Chambers USA in construction law and is also recognized by Chambers USA in Construction: International Disputes – Nationwide. He is described by Chambers USA as being "at the forefront of the construction law Bar, demonstrating top-tier strengths in high-profile disputes." Among other recognitions, he is recognized as a Leading Lawyer in Construction by The Legal 500 and is a Fellow of the American College of Construction Lawyers (former Board of Governors) and a Fellow in the International Academy of Construction Lawyers (Board of Governors). He is also active with the International Bar Association International Construction Projects Committee, the Society of Construction Law, and various other international construction organizations.
Albert has served as an arbitrator on more than 200 U.S. and international construction disputes, including many matters with amounts in controversy exceeding $100 million USD. Albert also has experience as a dispute board member and regularly acts as a mediator. He is a Fellow of the Chartered Institute of Arbitrators, a Fellow of the College of Commercial Arbitrators and a Certified IMI Mediator. He has arbitrated disputes arising from projects in the United States, Canada, Latin America, Europe, Asia and the Middle East. Albert also served as a member of the Board of Directors of the American Arbitration Association/International Centre for Dispute Resolution from 2008 – 2019 and is an inaugural member of the AAA’s elite Mega-Project Construction Panel of Arbitrators. Albert has acted as an arbitrator in matters administered by the AAA, ICDR, ICC, JAMS, and other arbitral institutions, as well as non-administered matters.
Prior to joining Pepper Hamilton (now Troutman Pepper Locke) in 2016, Albert was Chairman of the Construction Group at Duane Morris. Previously, Albert was a partner in the Construction and International Arbitration groups at Reed Smith.
Albert is a 1987 graduate of Vanderbilt University School of Law and a 1987 graduate of Vanderbilt University, Owen Graduate School of Management (M.B.A., finance). He received his B.A. in economics and political science, cum laude, from Washington & Jefferson College in 1983.
